We'll be sharing more about past projects and the positive impacts they've had on meeting community transportation needs, but you can download this report from Better Block PDX - recapping the project accomplishments and milestones from 2013 through 2018.

The partnership between Better Block PDX advocates and Portland State University students is most well known for the success story that is Better Naito in Portland, Oregon. In 2015 a group of PSU civil engineering students dedicated their Senior Capstone to re-designing this roadway to improve safe access for bicyclists and pedestrians. The students partnered with Better Block PDX to secure a $10,000 grant from Clif Bar and People for Bikes to help buy materials to install the pilot project. Fast forward to today, it is a full-fledged city project. See coverage of this evolving street transformation since 2015 on BikePortland.org.

These projects are currently engaged in a phase of the Better Block PSU project pathway.

  • (2025) Bridgeless BurnsideAs plans move forward for an earthquake-ready replacement of Portland's Burnside Bridge, several Portland neighborhood associations and the Better Block PSU program are taking the opportunity to reimagine a segment of West Burnside street.
  • (2025) International School of Portland: PSU students are working to improve walking and biking access to a campus serving nearly 400 students from preschool to fifth grade.
  • (2024) Steel Bridge SkateparkPortland's Old Town neighborhood is getting a new skatepark, and a team of PSU transportation students were instrumental in bringing the project from idea to reality.
  • (2023) Washington County Intersection Redesign: This project, led byWashington County Bicycle and Pedestrian Coordinator Shelly Oylear, engaged PSU students in the redesign of an intersection in Washington County.
  • (2023) Living Streets Project: Building on the 2022 "Car Free Zones in Downtown Portland" project, a PSU student team developed a new "living streets" concept for Portland's city center.
  • (2022) Argay Terrace Transformation: This project seeks to transform the intersection of NE 131st and NE Prescott Dr from a dangerous corner into a welcoming neighborhood space, in a community which is 47 percent Black, Indigenous and people of color.
  • (2022) Car Free Zones in Downtown Portland: In 1972, Portland City Planners and the City Council approved a car-free plan for the downtown. Parts of it were implemented in the Waterfront Trail and Halprin Open Space Sequence, and this project seeks to update and operationalize the rest of the Car-Free Downtown Plan.
  • (2022) Keaton Otis Memorial: This project seeks to create a safe space for community members to gather at a memorial, with a street design that reduces or eliminates car traffic at the gathering space.
  • (2022) Sabin Outdoor Community Space: This project would convert a dead-end cul de sac near a future affordable housing development into a pleasant, functional outdoor space that can be easily navigated by foot, bike or wheelchair.
  • (2022) Walkable Rosewood: This project would improve the pedestrian experience along several streets in the Rosewood neighborhood with temporary or permanent walkways, intersection treatments, and art installations.
  • (2021) City of Independence Neighborhood Greenways: This project will help create a low-stress biking and walking network through Independence connecting local schools, businesses, and parks.
  • (2021) Community Green Space for Parkrose: This project plans to create a pathway from the Parkrose neighborhood to the Columbia Slough to increase access to green space and community knowledge of the Slough.
  • (2021) Arleta Triangle Transformation: This project will transform a dangerous slipway into community space including a skate park, basketball court, and electric mobility hub, which have been identified as needs from the community.
  • (2020) Re-Imagining a Safer Route to the César Chávez School: The communty partners have gathered a lot of ideas from the students, parents and surrounding community on how this Portland, OR intersection could be improved. Many people liked the idea of a traffic circle, raised crosswalks, or curb bump-outs as potential traffic calming ideas.
  • (2020) Streets Alive: Hood River: This project will create a bustling and safe neighborway for children, parents and community members to access school, parks and other local amenities by walking, biking and rolling in Hood River, Oregon.

The Better Block PSU program at Portland State University (PSU) has opened the annual call for community organizations to reimagine their streets and underused public spaces in a way to bring people together and reclaim it for their community’s future.

Better Block PSU is a partnership program between the volunteer-led group Better Block PDX and Portland State University - encouraging everyone to imagine what spaces could be when they are designed for people. Local community partners can submit their project ideas to be considered at any time. These projects promote equitable placemaking, community building, and active transportation advocacy.

Integrated into PSU planning and engineering classes, PSU students support community members with the technical aspects of infrastructure improvements–elevating and materializing their ideas by developing plans, designs, and engineering concepts. It’s a shift from the status quo with a ground-up approach, and their transportation expertise can help community members in navigating the permit process or proposing informed solutions to the city.

The Transportation Research and Education Center (TREC) at PSU is committed to teaching university students the latest available information on multimodal, active, equitable and safe transportation and urban design. Bicycle Facility DesignBicycle facilities range from conventional bike lanes to coordinated wayfinding systems, all acting to improve the safety and comfort of bicyclists. This module will review different types of facilities available to jurisdictions to improve their bikeway network. They are drawn from international best practices and this module gives an overview of when and how they can be used. Data CollectionThis module will review some of the methods and reasons behind conducting research on bicycle and pedestrian planning. Research on bicycle and pedestrian planning helps answer questions about behavior, needs, and will help set benchmarks to determine the progress and success of a program. Education and Encouragement ProgramsThis module looks at ways different organizations are educating and encouraging youth to be safe bicyclists and pedestrians. Education and encouragement activities for this age group take a variety forms and intend to impart healthy habits for life. History of Bicycle and Pedestrian PlanningThis module will begin by looking at the history of bicycle and pedestrian travel, or active transportation, and ways in which it has been designed and funded in the United States. Pedestrian Facility DesignPedestrians can be viewed as the foundation of the transportation system as essentially every trip begins and ends with pedestrians. This is a diverse group with different facilities needs. There are four primary design elements for pedestrians that will be discussed. Trail DesignTrails are increasingly being used as a vital component to the bicycle and pedestrian network and are seen as an asset to the community. Experiential Learning in the Classroom

To create the transportation system of the future, investing in bike-ped education at the university level is just as important in investing in active transportation facilities and projects. At Portland State University we offer a wide range of transportation courses, degrees and programs, including a transportation certificate program. TREC is also home to the Better Block PSU university-community partnership program that connects PSU students to real world projects that promote equitable placemaking, community building, and active transportation advocacy.

Teaching the Teachers

Through our IBPI program, we’ve trained 94 transportation faculty members in an annual workshop to learn how to integrate bike-ped topics into their university courses.

Study Abroad in the Netherlands

Our two-week Portland State University course (4 credits) offers an immersive experience to explore the Dutch approach to cycling, transit, innovative mobility and land use. The curriculum provides a comparison between U.S. and the Netherlands problems, priorities, and solutions. Specific emphasis on planning and engineering principles, policy, and practice will be explored through field trips, tours and guest lectures, while visiting Utrecht, Amsterdam, Delft, and Houten. Primarily hosted for university students, this experience is also open to transportation professionals.

Understanding that data on walking and cycling need to be put to use before they can help anyone, we work to make sure policymakers and professionals get the best research in formats they understand and use. In collaboration with our many partners, we have a long history in developing guidance for practitioners:

Portland State research gives walking and bicycling their due as key pieces of a transportation system, exploring the choice to walk or cycle and how to make those options safer. It also looks at the economic factors of a system suited to cyclists and pedestrians. Our faculty, research staff and students at PSU are national experts in designing safe, effective and innovative bicycle and pedestrian infrastructure.

Our Workshops in Portland, Oregon

For over a decade we have been hosting a diverse mix of one to multi-day workshops that train active transportation professionals, sharing the knowledge gained from our research and collaborations with fellow bike-ped organizations. Since 2007 we’ve trained 740 people from 45 U.S. states and 6 countries! Most notably, 45 colleagues from across the border in Canada have traveled to Portland, Oregon for these trainings. Partner Events

We’ve partnered with many organizations over the years - both locally and nationally - to encourage cross collaboration and knowledge sharing in active transportation: the Association for Pedestrian and Bicycle Professionals (APBP), the Pedestrian and Bicycle Information Center (PBIC), the Oregon Department of Transportation (ODOT), and consulting firms in the city of Portland and WA County metro. 2019 APBP Conference
With over 350 attendees, the 2019 conference of APBP was held on August 25-28, 2019 in Portland, Oregon. The Local Host Committee was chaired by TREC at PSU’s Cait McCusker, with additional support from PSU faculty and staff on the committee, in the program, and with tours.

2016 Open Streets Summit
Held August 18-21, 2016, the 3rd International Open Streets Summit was hosted over 170 attendees at Portland State University. The Open Streets Project is an advocacy project led by The Street Plans Collaborative, and the 2016 conference was organized by Street Plans, 8–80 Cities, the City of Portland Bureau of Transportation, and TREC at PSU.

A major program of the Transportation Research and Education Center, the Initiative for Bicycle and Pedestrian Innovation (IBPI) advances active transportation research and design for professionals, educators, and university students through training, curriculum development and scholarships.

Founded in 2007, we work with Portland State University faculty in urban studies and planning and civil engineering to conduct interdisciplinary research and integrate bicycle and pedestrian topics into our university courses to support the next generation of professionals. Our location in Portland, Oregon – a national leader in multimodal travel – provides the ideal environment to teach safe, convenient and accessible active transportation and promote a culture of walking and biking.

Through our IBPI program we have worked closely with community partners, policymakers, and consultants, including the City of Portland Bureau of Transportation, Metro, Alta Planning + Design, the Street Trust, and Oregon Walks on collaborative research initiatives.
